13.1.1.3.4 Transfer of the institution, which has been suspended by the Offences Committee. It is not necessary that by notifying the transfer procedure, an institution should be allowed to recruit a student-athlete to a suspended institution that prevents him from participating in a competition during the remaining seasons of the student-athlete`s right to participate. However, the student-athlete institution must be informed of the attitude and may impose appropriate contact restrictions (z.B. no visits during course time) provided that such restrictions do not exclude the possibility for the student-athlete to discuss the transfered opportunities with the other institution [see Law 14.7.2-c)]. If the student`s previous institution refuses its written request for release, the college informs the student-athlete in writing that it will receive, upon written request, a hearing from an institutional institution or committee outside the athletics department (for example. The school conducts the hearing and transmits the written results of the hearing to the student-athlete within 15 working days (see Law 14.02.4) after receiving the student-athlete`s written request for a hearing. A transfer student from a member institution may only be eligible for an intercollegiate competition at another member institution when the student has completed a full year`s application (two full semesters) in the certificate institution.
