She arrived in the UK on 2 May 2019. She completed the forms and submitted her application to the DVLA before the COVID 19 lockdown in early March 2020. It only states that once this period has passed (12 months), you must exchange your license and then stipulate that you have 5 years to do so as long as it is valid.
